Title: A matter on punctuation

According to PayPal (and I quote), 'it doesn’t matter if you have other email addresses on the account just as long as the email address the payment was sent to is already active and confirmed on PayPal.'

Should it have been 'According to PayPal, (and I quote), 'it doesn’t matter if you have other email addresses on the account just as long as the email address the payment was sent to is already active and confirmed on PayPal' instead?
