In the United States, the National Council on Public Polls (NCPP) has issued an advisory about how to gauge the truthfulness and credibility of public polls. I think the same advisory also applies to poll surveys done in the Philippines, more so now that they are being used extensively to promote or demolish particular presidential candidates in the 2010 Philippine national elections.
The first seven of the 20 questions:
1. Who did the poll?
2. Who paid for the poll and why was it done?
3. How many people were interviewed for the survey?
4. How were those people chosen?
5. What area or what group were these people chosen from?
6. Are the results based on the answers of all the people interviewed?
7. Who should have been interviewed and was not? Or do response rates matter?
