Can I speak in tagalog just in case it's hard for me to say it in english?

Yes, you can use Tagalog if you find it hard to express your thoughts in English. It's a perfectly acceptable crutch in your efforts to become fluent in English. As you go along, however, your dependence on that crutch should progressively diminish until you are able to write and speak in completely English sentences.
